General Instructions
1. The Government of India has received a credit (credit no. 3718 CR-IN) from the International Development Association (IDA) in various currencies towards the cost of Technical Education Quality Improvement Programme (TEQIP), funded by the World Bank. ICT, Mumbai has received funds under this Programme (TEQIP) through Director, Technical Education Government of Maharashtra. ICT, Mumbai intends to apply part of the proceeds of this credit (funds ) to payments under the contract for which this invitation for bid is issued.
2. The Director, UICT, now invites sealing wax sealed quotations from manufacturer's or their authorized representatives/ agents with adequate after-sales support facilities, for supply installation, commissioning and satisfactory demonstration of high technical quality items. Detailed specifications of the equipments, terms and conditions are available with quotation documents.
3. Interested eligible Bidders may obtain further information from and inspect the quotation documents at the address given below:

4. A Complete set of quotation documents in English may be purchased by interested bidder from 4 February 2005 to 21 February 2005, upon payment of a non-refundable fee as mentioned in the present document, in Indian rupee in the form of a Demand Draft on any nationalized bank, in favour of the Director, ICT, Mumbai payable at Mumbai, India. The Bidding document may be also downloaded from the website of the Institute and the bid be submitted. In such cases, the above mentioned draft be submitted in the separate sealed envelope, clearly mentioning on the envelope draft amount and name of the bidder.
5. Those parties who have submitted quotations in response to the earlier IFB notice (Tender) No. ICT/TEQIP/EQP/2005/01 dated 4th January 2005 for the particular schedule and have paid the bid document fee (Non-refundable) earlier, are exempted from paying the document fee this time in case, they wish to submit the quotations once again for the same schedule.

For each schedule from Sr.No.1 to 10 equipments: Rs.2000/- per schedule and each schedule from Sr. No. 11 to 18 equipments (items): Rs.1000/- per schedule
b) Date of commencement of sales of quotation Documents: 4th February 2005 from 11.00 AM
to 1.00 PM & 1.30 PM to 2.30 PM
c) Last date of Sale of quotation Documents 21st February 2005, 2.30 PM
d) Last date and time of Receipt of quotations 22nd February 2005, 12.00 p.m.
6. Bids may be submitted by an authorized representative / agents and on behalf of the manufacture provided the bid is accompanied by a duly notarized letter of authority from the manufacturer authorizing the designable representative/agent to bid solely for and on behalf of the manufacture.
7. Bidders are free to quote for any one or more schedule listed in the bid document. However, separate bid must be submitted for each schedule. Also, separate price must be quoted for each item in a schedule. Evaluation of bids will be conducted on per-item basis.
8. The provisions in the instruction to Bidders and in General Conditions of Contract are the provisions of the World Bank Standard Bidding Document: Procurement of Goods under National Shopping.
9. The submission of bids (quotations), evaluation and the award of contract shall be guided specifically by the terms and conditions as specified in the bid documents. Deviations, if any, will not be accepted.
10. Only reputed manufacturers/authorised representatives/dealers with good track record of after sale service will be eligible for participation in bidding (See Annexure B). For computers and peripherals, only the item manufactured by manufacturers of international repute shall be acceptable.
11. The Director, Institute of Chemical Technology, Mumbai reserves the right to accept or reject any or all bids without assigning any reasons whatsoever at any time prior to the award of Contract and is not bound to accept the lowest tender.
12. Institute of Chemical Technology, Mumbai is eligible for and can provide necessary documentation for getting exemption in respect of Customs/Excise Duty/Sales Tax (against concession forms) and Octroi. Therefore, the Bidder should quote the total price inclusive of taxes/duties but clearly indicating percent of duties/taxes being levied/as applicable separately as indicated in format of quotation.
13. Institute will not be responsible for any postal delay.
14. Settlement of any dispute will be made under the jurisdiction of Mumbai Court.
